West Virginia has enacted the Counseling Compact but is not issuing privileges yet. West Virginia LPC License Requirements

The independent clinical license in West Virginia is the LPC (Licensed Professional Counselor).

Exams named for licensure: NCE, NCMHCE and CRC exam. A passing score is valid for five years. Under the rule effective 2026-04-14, the exam must be passed before the associate license is issued.

3,000 hours of post-degree supervised experience for the independent license.

Those hours are completed under the associate credential, the LPCA (Licensed Professional Counselor-Associate).

Licensed elsewhere: A counselor currently licensed at the highest level for independent clinical practice in another state can apply by endorsement, regardless of the criteria when first licensed, with proof of good standing everywhere licensed. The 2026 rule sets no minimum years.

Where West Virginia Applications Get Delayed

A new licensing rule (27CSR1) took effect 2026-04-14 and created the Licensed Professional Counselor-Associate: valid 36 months, renewable once for 24 months. Hours earned while unlicensed do not count.

Hours: 3,000 after a master's (1,500 after a doctorate), at least half in direct counseling, with 1 hour of supervision per 20 hours of practice. Up to 600 internship hours may be credited, and supervision documentation more than three years old is not considered.

Licenses renew every year, but CE is reported every two years.

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and West Virginia

West Virginia has enacted the Counseling Compact (March 23, 2022), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in West Virginia takes a full West Virginia license, and holding a West Virginia license does not yet give you a privilege anywhere else.

Addiction counselors in West Virginia

West Virginia credentials addiction counselors as ADC and AADC, through the West Virginia Certification Board for Addiction & Prevention Professionals (WVCBAPP). That credential is separate from the LPC, and the Counseling Compact does not cover it. Alcohol and Drug Counselor and Advanced Alcohol and Drug Counselor are voluntary IC&RC-based certifications from WVCBAPP, not state licenses.

Keeping it current

West Virginia renews the LPC every year, with 35 hours of continuing education per cycle. Licenses expire every June 30; 35 CE hours are reported every two years (odd years, next in 2027), including 3 in ethics and 2 on veterans and their families. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
