U.S. Virgin Islands's counselor licensing runs through Virgin Islands Board of Licensed Counselors and Examiners, Department of Licensing and Consumer Affairs. U.S. Virgin Islands is not a Counseling Compact member. Below: what U.S. Virgin Islands asks of a counselor already licensed in another state, and where those applications slow down.
U.S. Virgin Islands Counselor License Requirements
Exams named for licensure: NCMHCE. DLCA lists the NCMHCE for the professional counselor level (27 V.I.C. § 209) and, under § 206, a written examination given by the Board twice a year in the Virgin Islands, timed to the national certifying boards' exam dates.
2,500 hours of post-degree supervised experience for the independent license.
Licensed elsewhere: DLCA publishes no reciprocity or endorsement route; every applicant files through CCE Global, which reviews education and the application before the Board decides.

U.S. Virgin Islands accepts the NCMHCE only. A counselor who passed only the NCE will need to sit for the NCMHCE before U.S. Virgin Islands will license them.
The experience requirement is at least three years after the degree with 2,500 hours of professional counseling, of which 1,000 must be direct client contact and 300 must be supervised by an approved supervisor; the degree must include at least 60 graduate semester hours in counseling.
Applications go to CCE Global first ($171 fee), then to the Board; add a $100 background check and a $200 license fee.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.
Renewing Your U.S. Virgin Islands Counselor License

The Counseling Compact and U.S. Virgin Islands
U.S. Virgin Islands is not a Counseling Compact member, so there is no privilege-to-practice route here. Practicing with clients located in U.S. Virgin Islands takes a U.S. Virgin Islands license, through endorsement where the state offers it or a full application where it does not.
Addiction counselors in U.S. Virgin Islands
U.S. Virgin Islands credentials addiction counselors as Substance Abuse Counselor, through the Virgin Islands Board of Licensed Counselors and Examiners, Department of Licensing and Consumer Affairs. That credential is separate from the counselor license, and the Counseling Compact does not cover it. Licensed by the same board under 27 V.I.C. § 207: a master's or doctorate in addictions counseling or a related field plus the same three-year, 2,500-hour experience requirement.
Keeping it current
U.S. Virgin Islands renews the license every 2 years. Licenses expire two years from the month of issue. DLCA requires at least five "units of continuing education (CEUs)" per year without saying how many contact hours a unit is. Renewal fee $200. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
