Where Puerto Rico Applications Get Delayed

The 500 supervised hours come after passing the exam and must be supervised by a board-certified mentor (Mentor Certificado); the provisional license lasts at most three years and cannot be extended (Ley 147-2002 Arts. 8(h) and 9).

Licensure requires being a legal resident of Puerto Rico and a master's in counseling from an institution accredited or validated by Puerto Rico's Consejo de Educación Superior (Art. 8(b), (f)).

The governing law is Ley 147 of August 9, 2002 (amended 2006 and 2007), not a 1997 law. Search results point to a 2026 Junta resolution (Resolución 2026-002) on supervision of provisional licensees that could not be opened.

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

Keeping it current

Puerto Rico renews the LPC every 3 years, with 45 hours of continuing education per cycle. Renewal every three years with at least 45 hours of continuing education in the knowledge areas listed in Art. 8(f) (Ley 147-2002 Art. 11).
