Oregon licenses independent clinical counselors as the LPC (Licensed Professional Counselor), through the Oregon Board of Licensed Professional Counselors and Therapists. Oregon is not a Counseling Compact member. Below: what Oregon asks of a counselor already licensed in another state, and where those applications slow down.
Oregon LPC License Requirements
The independent clinical license in Oregon is the LPC (Licensed Professional Counselor).
Exams named for licensure: NCE, NCMHCE and CRC. Applicants pass one national exam (NCE, NCMHCE or CRC) plus the open-book Oregon Law and Rules exam.
1,900 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the Professional Counselor Associate (Professional Counselor Associate).
Oregon requires a state law or jurisprudence exam.
Licensed elsewhere: A reciprocity track is open to anyone with a current, active counseling license from another state. Those licensed 3 or more years may substitute licensure time for part of the education and experience requirements.

The supervised-hours figure is direct client contact: at least 1,900 hours within at least 36 months of supervised experience (cut from 2,400 effective 2023-07-01). Up to 400 may come from graduate training.
Associates must write out "professional counselor associate"; abbreviations such as LPCa are not allowed. Associates have 5 years to finish, with one possible 1-year extension.
Oregon is not a Counseling Compact member. HB 3351 (2025) would have enacted it, operative 2028-01-01.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Oregon
Oregon is not a Counseling Compact member, so there is no privilege-to-practice route here. Practicing with clients located in Oregon takes an Oregon license, through endorsement where the state offers it or a full application where it does not.
Addiction counselors in Oregon
Oregon credentials addiction counselors as CADC I, CADC II and CADC III, through the Mental Health & Addiction Certification Board of Oregon (MHACBO). That credential is separate from the LPC, and the Counseling Compact does not cover it. These are certifications from MHACBO, not state licenses.
Keeping it current
Oregon renews the LPC every 2 years, with 40 hours of continuing education per cycle. 40 hours per 24-month period; odd-numbered licenses renewed annually during a 2025 transition before moving to the biennial cycle. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
