North Carolina licenses independent clinical counselors as the LCMHC (Licensed Clinical Mental Health Counselor), through the North Carolina Board of Licensed Clinical Mental Health Counselors. North Carolina has enacted the Counseling Compact but is not issuing privileges yet. Below: what North Carolina asks of a counselor already licensed in another state, and where those applications slow down.
North Carolina LCMHC License Requirements
The independent clinical license in North Carolina is the LCMHC (Licensed Clinical Mental Health Counselor).
North Carolina also issues the LCMHCS (supervisor credential), so confirm which tier your work and your payers require.
Exams named for licensure: NCE and NCMHCE. A North Carolina jurisprudence exam is also required, taken within 6 months before applying.
3,000 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the LCMHCA (Licensed Clinical Mental Health Counselor Associate).
North Carolina requires a state law or jurisprudence exam.
Licensed elsewhere: Endorsement requires an independent license held at least 2 years plus 5 years of full-time (or 8 part-time) licensed experience with 2,500 direct client hours in the prior 10 years. Licensees from South Carolina, Tennessee and Kentucky can use a simpler reciprocity route.

The endorsement route expects 2 years of licensure elsewhere. Count from the date your independent license was issued, not your associate license.
Session Law 2019-240 renamed LPC to LCMHC and LPCA to LCMHCA; older documents still use the LPC titles.
Reciprocity covers independently licensed SC LPCs, KY LPCCs, and TN LPC/MHSPs with 3 years of full-time experience; a Tennessee LPC without the MHSP designation does not qualify.
Degrees conferred on or after July 1, 2022 must come from a 60-semester-hour CACREP-accredited program. Supervised practice needs 2,000 direct hours and 100 supervision hours (75 individual).
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and North Carolina
North Carolina has enacted the Counseling Compact (July 7, 2022), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in North Carolina takes a full North Carolina license, and holding a North Carolina license does not yet give you a privilege anywhere else.
Addiction counselors in North Carolina
North Carolina credentials addiction counselors as LCAS and CADC, through the North Carolina Addictions Specialist Professional Practice Board. That credential is separate from the LCMHC, and the Counseling Compact does not cover it. A separate board from the counselor board; it also issues CCS, CPS and CCJP.
Keeping it current
North Carolina renews the LCMHC every 2 years, with 40 hours of continuing education per cycle. At least 3 hours in ethics; the jurisprudence exam counts as 5 ethics hours. Renewals are due June 30. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
