New Jersey has enacted the Counseling Compact but is not issuing privileges yet. Below: what New Jersey asks of a counselor already licensed in another state, and where those applications slow down.
New Jersey LPC License Requirements
The independent clinical license in New Jersey is the LPC (Licensed Professional Counselor).
Exams named for licensure: NCE. The NCE is required for the LAC and the LPC (N.J.A.C. 13:34-11.4, 11.6). On the endorsement route either the NCE or the NCMHCE is accepted (13:34-12.1).
4,500 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the LAC (Licensed Associate Counselor).
Licensed elsewhere: Applicants need 3 years of active licensed practice immediately before applying, registration with the AASCB-approved National Credentials Registry, a CACREP degree or a 60-semester-hour equivalent, 4,500 hours of experience earned over 3 to 6 years, and a passed NCE or NCMHCE (N.J.A.C. 13:34-12.1).

At 4,500 hours, New Jersey asks for more supervised experience than most states. Counselors licensed elsewhere on 3,000 hours should check whether endorsement waives the difference before assuming it does.
The endorsement route expects 3 years of licensure elsewhere. Count from the date your independent license was issued, not your associate license.
The LPC takes 3 calendar years of supervised experience (one may be pre-degree), or 2 years as an LAC with 30 graduate credits beyond the 60-credit master's, finished within 6 years (N.J.A.C. 13:34-11.3).
A calendar year counts at most 1,500 hours, capped at 30 hours a week and 125 a month, with at least 50 hours a year of face-to-face supervision at 1 hour a week, no more than 10 in groups (N.J.A.C. 13:34-10.2, amended 4/5/2021).
The endorsement route requires AASCB National Credentials Registry registration, which most states do not ask for.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and New Jersey
New Jersey has enacted the Counseling Compact, but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in New Jersey takes a full New Jersey license, and holding a New Jersey license does not yet give you a privilege anywhere else.
Addiction counselors in New Jersey
New Jersey credentials addiction counselors as LCADC and CADC, through the Alcohol and Drug Counselor Committee, State Board of Marriage and Family Therapy Examiners. That credential is separate from the LPC, and the Counseling Compact does not cover it. A separate committee under the same parent board as counselors (N.J.A.C. 13:34C-1.2).
Keeping it current
New Jersey renews the LPC every 2 years, with 40 hours of continuing education per cycle. 40 contact hours per biennial period (since the period beginning 12/1/2020), including 5 in ethics, 3 in social and cultural competence and 1 on prescription opioids (N.J.A.C. 13:34-15.1, 15.2).
