Iowa licenses independent clinical counselors as the LMHC (Licensed Mental Health Counselor), through the Iowa Board of Behavioral Health Professionals (Department of Inspections, Appeals, and Licensing). Iowa has enacted the Counseling Compact but is not issuing privileges yet. Below: what Iowa asks of a counselor already licensed in another state, and where those applications slow down.
Iowa LMHC License Requirements
The independent clinical license in Iowa is the LMHC (Licensed Mental Health Counselor).
Exams named for licensure: NCMHCE. The full license requires the NCMHCE. The temporary license accepts the NCE or the NCMHCE, and passing the NCMHCE at the temporary stage counts for the full license.
3,000 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the Temporary license (Temporary Mental Health Counselor License).
Licensed elsewhere: A counselor licensed in another jurisdiction can apply by endorsement with license verification from the most recent state and disclosure of any complaints. Anyone who cannot meet the endorsement terms may qualify for Iowa's licensure by verification instead.

Iowa accepts the NCMHCE only. A counselor who passed only the NCE will need to sit for the NCMHCE before Iowa will license them.
Iowa rewrote its rules in 2025: counselor licensing now sits in 481 IAC chapter 880 under a consolidated Board of Behavioral Health Professionals, effective 2025-08-13 and amended 2026-10-07.
Supervised experience is at least two years and 3,000 hours, including 1,500 direct client hours and 110 hours of direct supervision (no more than 50 in a group).
The rules already set Iowa's compact privilege fee at $60, though Iowa is not yet issuing privileges.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Iowa
Iowa has enacted the Counseling Compact (June 1, 2023), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in Iowa takes a full Iowa license, and holding an Iowa license does not yet give you a privilege anywhere else.
Addiction counselors in Iowa
Iowa credentials addiction counselors as IADC, IAADC, CCS and CCJP, through the Iowa Board of Certification (IC&RC member board). That credential is separate from the LMHC, and the Counseling Compact does not cover it. These are IC&RC certifications, not state licenses.
Keeping it current
Iowa renews the LMHC every 2 years, with 40 hours of continuing education per cycle. Licenses renew October 1 of even-numbered years. Existing licensees also complete a compact eligibility review (waivers and fingerprints) at or before the next renewal. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
