Idaho licenses independent clinical counselors as the LCPC (Licensed Clinical Professional Counselor), through the Idaho Licensing Board of Professional Counselors and Marriage and Family Therapists (Division of Occupational and Professional Licenses). Idaho is not a Counseling Compact member. Below: what Idaho asks of a counselor already licensed in another state, and where those applications slow down.
Idaho LCPC License Requirements
The independent clinical license in Idaho is the LCPC (Licensed Clinical Professional Counselor).
Idaho also issues the LPC (lower tier (NCE plus 1,000 supervised hours); the base for LCPC), so confirm which tier your work and your payers require.
Exams named for licensure: NCMHCE. The LPC requires the NCE; the LCPC requires the NCMHCE.
2,000 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the Registered Intern (Registered Post-Graduate Intern).

Idaho accepts the NCMHCE only. A counselor who passed only the NCE will need to sit for the NCMHCE before Idaho will license them.
Idaho has two tiers. The LCPC needs 2,000 direct client contact hours after the LPC-level license, at least 1,000 of them supervised by an LCPC, with one hour of supervision per 30 client hours.
Post-graduate interns must register before practicing under supervision and can stay registered no more than four years.
A 2024 compact bill (HB 393) did not pass.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Idaho
Idaho is not a Counseling Compact member, so there is no privilege-to-practice route here. Practicing with clients located in Idaho takes an Idaho license, through endorsement where the state offers it or a full application where it does not.
Addiction counselors in Idaho
Idaho credentials addiction counselors as ADC, AADC and CCS, through the Idaho Board of Alcohol/Drug Counselor Certification (IC&RC member board). That credential is separate from the LCPC, and the Counseling Compact does not cover it. These are IC&RC certifications, not state licenses.
Keeping it current
Idaho renews the LCPC on its own cycle, with 12 hours of continuing education per cycle. The board rule names 12 hours per 24 months: 6 in ethics, 3 in boundaries and 3 in suicide assessment or intervention. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
