How to Get Your Guam LPC License

How to get a Guam LPC license: NCE and NCMHCE, 3,000 supervised hours, the endorsement route, and where Guam stands on the Counseling Compact.

Guam licenses independent clinical counselors as the LPC (Licensed Professional Counselor), through the Guam Board of Allied Health Examiners, Health Professional Licensing Office, Department of Public Health and Social Services. Guam LPC License Requirements

The independent clinical license in Guam is the LPC (Licensed Professional Counselor).

Guam also issues the LMHC (separate independent license: 60 semester-hour degree and both the NCE and NCMHCE (10 GCA § 121302)), so confirm which tier your work and your payers require.

Exams named for licensure: NCE and NCMHCE. The LPC requires the NCE (10 GCA § 121301(b)(1)(C)); the LMHC requires both the NCE and the NCMHCE (§ 121302(b)(1)(C)).

3,000 hours of post-degree supervised experience for the independent license.

Licensed elsewhere: A current, valid counselor license from a U.S. state, territory or approved foreign country that the Board deems substantially equivalent qualifies for the Guam LPC, decided case by case (§ 121301(b)(3)). The LMHC route also requires a passed NCMHCE.

Where Guam Applications Get Delayed

The 3,000 post-graduate hours must include at least 1,500 hours of face-to-face treatment and 100 hours of supervision (§ 121301(b)(1)(B)).

Every applicant must document Board-approved training of at least 6 hours of professional ethics, 3 hours of culturally competent counseling with Micronesian communities in Guam and 1 hour of mandated reporting; there is no written jurisprudence exam.

Guam is not a Counseling Compact member.

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

Keeping it current

Guam renews the LPC every 2 years, with 40 hours of continuing education per cycle. 40 contact hours per two-year period directly related to professional counseling, plus Board-prescribed CE in early childhood development and literacy (§ 121301(f), amended by P.L. 38-049, 2025-08-19).
