How to Get Your Delaware LPCMH License

How to get a Delaware LPCMH license: NCE, 3,200 supervised hours, the endorsement route, and where Delaware stands on the Counseling Compact.

Delaware licenses independent clinical counselors as the LPCMH (Licensed Professional Counselor of Mental Health), through the Board of Mental Health and Chemical Dependency Professionals (Division of Professional Regulation). Delaware has enacted the Counseling Compact but is not issuing privileges yet. Below: what Delaware asks of a counselor already licensed in another state, and where those applications slow down.

Delaware LPCMH License Requirements

The independent clinical license in Delaware is the LPCMH (Licensed Professional Counselor of Mental Health).

Exams named for licensure: NCE. The statute requires the NCE "or other examination acceptable to the Board."

3,200 hours of post-degree supervised experience for the independent license.

Those hours are completed under the associate credential, the LACMH (Licensed Associate Counselor of Mental Health).

Licensed elsewhere: Reciprocity (24 Del. C. 3034) goes to NBCC-certified counselors (or holders of another national certification the board accepts) licensed in good standing in a state with substantially similar standards. If your state's standards are not similar, five years of licensure in good standing plus a passed NCE or accepted exam qualifies; with fewer years you can start as an associate.

Where Delaware Applications Get Delayed

At 3,200 hours, Delaware asks for more supervised experience than most states. Counselors licensed elsewhere on 3,000 hours should check whether endorsement waives the difference before assuming it does.

The endorsement route expects 5 years of licensure elsewhere. Count from the date your independent license was issued, not your associate license.

The 3,200 hours must be completed in no less than two and no more than four years, and at least 1,600 of them must be supervised clinical experience.

Delaware also offers a Mental Health Interstate Telehealth Registration for counselors licensed elsewhere, renewed every two years.

Since 2026-07-11, choosing a supervisor outside your own profession requires a Request for Alternative Professional Supervisor form (Regulation 2.5.1).

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Delaware

Delaware has enacted the Counseling Compact (August 4, 2022), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in Delaware takes a full Delaware license, and holding a Delaware license does not yet give you a privilege anywhere else.

Addiction counselors in Delaware

Delaware credentials addiction counselors as LCDP, through the Board of Mental Health and Chemical Dependency Professionals. That credential is separate from the LPCMH, and the Counseling Compact does not cover it. The same board licenses Chemical Dependency Professionals. The Delaware Certification Board issues IC&RC credentials (CADC, CAADC) separately.

Keeping it current

Delaware renews the LPCMH every 2 years, with 40 hours of continuing education per cycle. LPCMH licenses expire September 30 of even-numbered years. First-renewal CE is prorated by issue date. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
