Connecticut licenses independent clinical counselors as the LPC (Licensed Professional Counselor), through the Connecticut Department of Public Health, Practitioner Licensing and Investigations Section. Connecticut has enacted the Counseling Compact but is not issuing privileges yet. Below: what Connecticut asks of a counselor already licensed in another state, and where those applications slow down.
Connecticut LPC License Requirements
The independent clinical license in Connecticut is the LPC (Licensed Professional Counselor).
Exams named for licensure: NCE and NCMHCE.
3,000 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the LPCA (Licensed Professional Counselor Associate).
Licensed elsewhere: Endorsement (C.G.S. 20-195dd(c)) is for counselors licensed in a state with substantially similar or higher requirements and no pending discipline. A licensed counselor can also substitute three years of licensed work experience for the 3,000-hour requirement, and DPH has a separate route for anyone who has practiced at least four years under a license elsewhere.

There is no separate counseling board; the Department of Public Health licenses counselors directly.
Connecticut renews annually, so it asks for 15 CE hours every year rather than a two-year block.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Connecticut
Connecticut has enacted the Counseling Compact (June 29, 2023), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in Connecticut takes a full Connecticut license, and holding a Connecticut license does not yet give you a privilege anywhere else.
Addiction counselors in Connecticut
Connecticut credentials addiction counselors as LADC and CAC, through the Connecticut Department of Public Health. That credential is separate from the LPC, and the Counseling Compact does not cover it. DPH issues the Licensed Alcohol and Drug Counselor license and the certified alcohol and drug counselor credential under C.G.S. ch. 376b. The Connecticut Certification Board also issues IC&RC credentials.
Keeping it current
Connecticut renews the LPC every year, with 15 hours of continuing education per cycle. Licenses renew every year. CE includes 3 hours of ethics and 1 hour of cultural competency each period, plus 2 hours on veterans' mental health in the first period and every six years after. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
