How to Get Your California LPCC License

How to get a California LPCC license: NCMHCE and California Law and Ethics Exam, 3,000 supervised hours, the endorsement route, and where California stands on the Counseling Compact.

California licenses independent clinical counselors as the LPCC (Licensed Professional Clinical Counselor), through the Board of Behavioral Sciences. California is not a Counseling Compact member. Below: what California asks of a counselor already licensed in another state, and where those applications slow down.

California LPCC License Requirements

The independent clinical license in California is the LPCC (Licensed Professional Clinical Counselor).

Exams named for licensure: NCMHCE and California Law and Ethics Exam. Path B applicants pass both the California Law and Ethics Exam and the NCMHCE. Path A (licensure by credential) applicants take only the California Law and Ethics Exam.

3,000 hours of post-degree supervised experience for the independent license.

Those hours are completed under the associate credential, the APCC (Associate Professional Clinical Counselor).

California requires a state law or jurisprudence exam.

Licensed elsewhere: Path A, licensure by credential (BPC 4999.60), is for counselors who have held the highest independent clinical license in another state for at least two years, active and unrestricted for the two years right before the board receives the application. You still complete California-specific coursework and pass the California Law and Ethics Exam; everyone else applies under Path B.

Where California Applications Get Delayed

The endorsement route expects 2 years of licensure elsewhere. Count from the date your independent license was issued, not your associate license.

Path A still requires California coursework: 12 hours of California law and ethics, 7 hours of child abuse assessment and reporting, 15 hours (or one semester unit) on California cultures and socioeconomic position, and 6 hours of suicide risk assessment.

If your home state required fewer than 3,000 supervised hours, California lets you count licensed practice time (up to 1,200 hours) or extra supervised hours to cover the gap.

California has no Counseling Compact law. A 2024 bill (AB 2566) did not pass.

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

California is not a Counseling Compact member, so there is no privilege-to-practice route here. Practicing with clients located in California takes a California license, through endorsement where the state offers it or a full application where it does not.

Addiction counselors in California

California credentials addiction counselors as CADC II, CADC III, LAADC, CCS and CCJP, through the California Consortium of Addiction Programs and Professionals (CCAPP, IC&RC member board). That credential is separate from the LPCC, and the Counseling Compact does not cover it. These are certifications issued by CCAPP, a private IC&RC member board, not licenses issued by the Board of Behavioral Sciences.

Keeping it current

California renews the LPCC every 2 years, with 36 hours of continuing education per cycle. Includes 6 hours of law and ethics each renewal period. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
