Alabama licenses independent clinical counselors as the LPC (Licensed Professional Counselor), through the Alabama Board of Examiners in Counseling. Alabama has enacted the Counseling Compact but is not issuing privileges yet. Below: what Alabama asks of a counselor already licensed in another state, and where those applications slow down.
Alabama LPC License Requirements
The independent clinical license in Alabama is the LPC (Licensed Professional Counselor).
Alabama also issues the LPC-S (supervisor designation held by an LPC, not a separate clinical tier), so confirm which tier your work and your payers require.
Exams named for licensure: NCE. The board requires a passing NCE score for the LPC. An endorsement applicant who took a different exam must document it, and may be required to sit the NCE.
3,000 hours of post-degree supervised experience for the independent license.
Those hours are completed under the associate credential, the ALC (Associate Licensed Counselor).
Licensed elsewhere: LPC by Endorsement is an equivalency review: the board compares the rules under which your current license was issued with Alabama's rules at that time and asks for proof of 3,000 supervised hours (2,250 direct, 750 indirect) and coursework. The license you apply on must be one you qualified for directly, not one you got by endorsement or reciprocity.

Supervised hours start counting only after the ALC license is issued, and only under the Supervising Counselor named on that license.
Each 15 graduate semester hours beyond the master's can replace 1,000 supervised hours, but never below 1,000 hours of experience.
Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Counseling Compact and Alabama
Alabama has enacted the Counseling Compact (March 8, 2022), but it is not issuing or accepting privileges yet. Each member state has to finish its own setup, including FBI fingerprint authority, before it goes live. Until it does, practicing in Alabama takes a full Alabama license, and holding an Alabama license does not yet give you a privilege anywhere else.
Addiction counselors in Alabama
Alabama credentials addiction counselors as ADC, AADC, CCS and CCJP, through the Alabama Alcohol and Drug Abuse Association (IC&RC member board). That credential is separate from the LPC, and the Counseling Compact does not cover it. These are IC&RC certifications issued by a private association, not state licenses.
Keeping it current
Alabama renews the LPC every 2 years, with 40 hours of continuing education per cycle. LPC licenses expire July 31 of the renewal year. At least 6 of the 40 hours must be in ethics, and at least 75% must be real-time interactive. If you hold licenses in several states, each runs its own calendar and its own CE rules, which is most of what our annual compliance service tracks.
