LPC vs. LCPC: When the Same Letters Mean Different Tiers

In Maryland or Montana, the LCPC is simply the state's counseling license. In Illinois, Idaho, Kansas and Maine, an LPC is a lower tier that sits beneath the LCPC. Knowing which kind of state you are in changes what an LPC can do and what moving means.

LCPC means Licensed Clinical Professional Counselor. In Maryland, Montana and Nevada it is simply the state's independent counseling license. In Illinois, Kansas, Idaho and Maine, the LPC is a lower tier: Illinois LPCs, for example, practice under clinical supervision, while the LCPC practices independently. Only the LCPC qualifies for the compact there.

LCPC stands for Licensed Clinical Professional Counselor. Seven states use it for their independent clinical counseling license: Idaho, Illinois, Kansas, Maine, Maryland, Montana and Nevada. In three of them the comparison with an LPC is meaningless, because there is no separate LPC tier to compare. In the other four, the difference is the whole point.

States where LCPC is the license

In Maryland, Montana and Nevada, the LCPC is the independent counseling license, and the pre-license credentials have their own names: Maryland's Licensed Graduate Professional Counselor (LGPC), Montana's clinical professional counselor candidate, Nevada's Clinical Professional Counselor Intern. An LCPC in these states is the equivalent of an LPC in Virginia or an LMHC in Florida.

States where LPC sits below LCPC

  • Illinois. The LPC is a real license, but it does not authorize independent clinical practice. LPCs work under qualified clinical supervision, from an LCPC, LCSW, licensed clinical psychologist or psychiatrist, among others. The LCPC is the independent clinical license.
  • Kansas. The LPC must practice clinically under direction; the LCPC is the independent clinical tier, with additional clinical requirements.
  • Idaho. The LPC is a middle tier with independent non-clinical practice, and is the supervised route to the LCPC.
  • Maine. The LCPC is the clinical license; an LPC is a lower, non-clinical tier.

In these states, "LPC" does not mean what it means in Texas or Georgia. It means a counselor who has not yet reached, or did not seek, the clinical tier.

Why it matters when you move

Boards compare like with like. A Texas LPC applying in Illinois is applying for the LCPC, because the Texas LPC is an independent clinical license. An Illinois LPC is in a different position. Virginia's endorsement rule, for instance, asks for a license that permits independent assessment, diagnosis and treatment, which the Illinois LPC is not, so that counselor would apply as a regular applicant rather than by endorsement. The same applies to New Mexico's expedited route, which approves Idaho, Illinois, Kansas and Maine LCPCs for its LPCC, not their LPCs.

Why it matters for the compact

The Counseling Compact requires a license to practice independently at the highest level in your home state. In a two-tier state that means the LCPC. Kansas and Maine have enacted the compact; when they go live, their LCPCs will qualify and their LPCs will not. Illinois and Idaho are not members.

Common questions

Can an LPC practice independently in Illinois?
Not clinically. An Illinois LPC works under supervision from a qualified clinician such as an LCPC, LCSW or licensed clinical psychologist. The LCPC is Illinois's independent clinical license.
Is an LCPC the same as an LPC in other states?
An LCPC is equivalent to the top-tier LPC used in states such as Texas or Virginia. In Illinois, Kansas, Idaho and Maine, the local LPC is a lower tier, so the comparison depends on which state.
Does a Kansas LPC qualify for the counseling compact?
No. The compact requires the highest independent license in your home state, which in Kansas is the LCPC. Kansas had enacted the compact but was not issuing privileges as of October 2026.
